I owuldn't say it isn't pausible at all. In fact i think its likely all users will get access so MS can make mmore money from said games when people buy the accessories for them. The more people that have access the more people that can buy stuff for the game.
There is no way for MA to make further money from facebook so they limit it to gold memners to get people to purchase gold, different business plan.
The article did mention that some MMOs use the f2p system but did not make it sound like that is what MS is pushing here. They made it sound like it would be more like joyride. I am guessing it may be like alot of facebook game too.
