You can't claim that it is representative of the power of the PS3 until we know more about the game ...
Last generation Capcom produced a game for the Gamecube which (in many ways) looked better than most PS3 and XBox 360 games that have been released (save for resolution); in the Resident Evil Remake they were able to take advantage in the limitations of the classic Resident Evil gameplay to pre-render the backgrounds and focus most of the GPUs processing power to a limited set of characters on screen. Was this representative of the "power" of the Gamecube?
No, it was the sign of a clever developer ...
With the processing power any of the systems have, in a limited environment it is quite possible (and easy) to pre-render lighting maps (and/or the backgrounds with limited camera angles) in seconds, hidden by a "loading time" and then focus all of your processing power towards a limited set of assets.
