Because it's $400, most games are $59, and Halo is missing. Xbox 1 was $300, with games at $49, and it had one of the best FPS games to launch with. Another problem is the way the 360 plays Xbox 1 games, its not clear which games will work, and many probably don't do enough digging on xbox.com to find the list of compatible games, or they don't have a high speed internet connection to get the updated list. But I think the primary reason is the 360's price, if it had Halo 3 many people might buy it primarily for that, but without it many might just wait for a price drop, and/or Halo 3's release.
