Personally I think 16 is even too young. If your not mature enough to vote, drink or view porn then your to young to be having sex. But here in Canada the police don't tend to act if the two individuals are around the same age. I've heard and read stories about under age girls sleeping with under age guys it's not like the police are going to arrest the two children for having sex.
As Rath said if a 30 year old slept with a 12 year old their would be charges in most countries including Canada. But if a 12 year old and a 13 year old had sex their wouldn't be any charges. But the age of consent should be 18 in my opinion.
