You have to have a console exclusivity if you publish via Microsoft as an indie. However, that doesn't mean you can't take your game to other formats like Steam. An example of exclusivity in action is Super Meat Boy and Monday Night Combat. Both were MS-published titles, but came out on Steam at a later date. For MNC it was August to January, for Super Meat Boy, it was October to November.

I would imagine that it is the same way with all 3 publishers. You didn't see the BIT.TRIP series on Steam until much later in its lifespan.
