Asset density suggests not a lot of work went into this DLC; the main team (according to Christina Norman's Twitter) is working a lmost exclusively on ME3. Arrival could have been recorded and built in an extremely short amount of time, save for the ending CGI.
It's disappointing in that I expected something as good as Lair of the Shadow Broker, but I'm not taking it as a negative indicator of ME3's likely quality.
