I'd say no mandatory hard drive. Sure it saves money, and gives another revenue stream, but they always could have included a 20GB. A 20GB drive is like 5 dollars at manufacturing level.
A HDD with an option to upgrade for more money would have meant that games could take advantage of sotring data, resulting in better performing games, and other desirable effects.
