Greenberg never said anything about those exclusives being good. Kinect getting a lot of exclusive shovelware this year is the answer, so Greenberg is neither crazy nor will Microsoft have a big E3.

But it also depends on definition of blockbuster - Sony has tons of exclusives for this year but only U3 has potential to match sales of Gears 3 or Forza 4.
