LOL, here in Romania we have about 3 employees slacking off for 5 of those 3 hours. That is if they show up of course.

Yah are's take lots of breaks too. Though I do usually see them doing work. But most of the time you see the "Under constuction sign" and not a single worker working on the road. I asked my mayor once and he said they hire a crew for 8 hour periods who work on the roads. So 8 hours that day and the rest of the time nothing is being done. Not to mention employees need 15-minutes for every 2 hours of work with a 30-minute break at the four hour mark! So that is another hour of nothing being done!

I'd rather see them put 50-100 guys on each road, after the 8 hours is done trade in another team of 100 and keep working round the clock till the work is done. I bet thats how this was done in Japan.
