Well it doesn't say what kind of resources were used. I'm sure their was a huge crew working in shifts 24 hours a day with tons of machines and as fast as humanly possible. Where as a road in Canada has a crew of like 5-10 employees working for 8 hours a day. Thats why it takes so dang long.
I bet a hundred or so workers backed by heavy machines did this. Also you said three days but the report in the source says the actual road was oppened after six!
