I may have fixed that spawn issue. I believe the problem was that the spawn was too easily accessable from the sea side section. I sealed off the part of that where I've seen mobs make their entrance, and I built a bridge - with a secure, mob-proof section at the other end - to get out through that side.
I also began working on the final section of the tunnel to connect to the main section running to the city. It's rather bothersome working underwater, but it must be done.
