Sounds like the InFamous 2 "Create a Mission" online component.
In which case.... kind of disappointing they're going the playCreateShare route. It's such an easy "out" for the developer when it comes to online.
Why not give the fans a good GOW online fighting game instead of whoring Kratos out to Mortal Kombat and Soul Calibre.
