 If you're talking about the R&C screens that came out a few months ago then you've got to be kidding.

As far as I know neither Drake or Ratchet has had any screens from pre-alpha come out. A game in that state does not look like Halo 3, that is its only the basic engine to start getting thing hammered out. Few pre-alpha builds have textures, let alone at a high resolution. Developers practically never release Pre-alpha screens publicly because it looks very little like the final product, and few consumers would understand this. 

I think the fact that this is a beta escapes most people. Basically, you have the levels all worked out along with the AI, as well as any kinks in the engine and physics worked out, then you can see how much power you have left. This extra power is then invested into graphics to "tighten them up" and make the game extra pretty. But this last step is only done once everything else is in place since you dont want to limit the more important parts of the game. One of the developers from Bungie officially stated that the beta is all about performance now, and optimizations will take place later to improve the graphics. Most games make a significant jump from beta to final product, and if you want I can dig up plenty of screens to prove this. 

Another thing that gets overlooked is how this is multiplayer. Look at Ranbow Six if you want to see how vast the difference between single and multiplayer can be. Halo 2 had this problem in spades, and so does Resistance.
