Rubber Bullets actually can kill people. I mean, you get hit in the head with a baseball and you can die.
It's espiecally possible if the people firing are poorly trained or get overwhelmed, since theoretically you are supposed to fire at the ground and the bullets bounce up and hit people, if anyone gets directly it's very easy for them to die or get severe internal injuries. Even from bounding up from the ground it's very possible to die.
Get hit in the head with a rubber bullet, and your in some SERIOUS trouble.
That's not even counting the people that could die from things like trampling. Fire some shots in the air, people run... you've got two three people dead trampled as everyone else tried to save themselves. It's even worse when you use teargas, because they might not even know they're trampling people.
It's totally possible to kill people with the nonleathal means we have currently.
