I found Black Ops to be relatively buggy and the gameplay is a fair bit more balanced, but the lack of stopping power really puts it down to using a more powerful gun to get kills.
BFBC2 for me, although it JUST falls out of the 12 months period by less than 2 weeks 
, after that, probably Reach.
Disconnect and self destruct, one bullet a time.
