Agnostics are hard to pin down, but they are more likely to be skeptics who just say that it is impossible to know whether God exists. In a lesser form though, an agnostic would say that they do not believe either that God exists or that God does not exists. In this sense, they could just be apathetic to the question rather than full-blown skeptics.
