The South Ossetian provisional government, backed by Russia, backed out of negotiations with Georgia when Georgia decided that they were no longer going to recognize that government and then install a puppet Ossetian regime in Tbilisi of all places, right under Saakashvili's eye. It was Saakashvili's intransigience on the matter that started the violence between Georgian security forces and the South Ossetian armed forces

Georgia was just moving in for the kill at that point, and are quite lucky that the EU managed to convince Russia to not employ a "Gulf War II" style solution on Georgia

"i dont like what your saying so im going to shoot you in the face and its your fault."

i like how you dont even try to deny russias ethnic cleansing or that they are inciting the fighting and still argue that its georgias fault.

Any particular fears of ethnic cleansing were on the part of the South Ossetians when the Georgians started rolling in, unless we've been studying completely opposite accounts of the war

Who actually started the fighting is unclear between Georgia or the South Ossetians, but it was largely an effort of Georgia continuously applying pressure on the Ossetians until the final fear of the whole situation devolving into ethnic cleansing was what prompted the Russians to intervene (along with the more materially substantial benefits for Russia fighting)
