1521: Fears of a partial meltdown at the Fukushima plant would appear to be growing, as Kyodo news agency reports that fuel rods in number 2 reactor are again "fully exposed".
1513: Water level in reactor 2 at Fukushima has fallen again, AFP now reporting citing Japanese media.
1507: Nuclear fuel rods have been exposed again at the Fukushima plant, Kyodo news is reporting. More on this as we get it Nuclear Meltdown map thingy:

They seem to be able to maintain water levels in there as we speak. They had not resorted to pumping in seawater into Reactor 2 (in an effort to save it, as seawater essentially kills the reactor dead: cyanide rather than anesthetic) before this point, which they will do now, which will probably lead to a third explosion, but not a full-scale meltdown
