They seem to be able to maintain water levels in there as we speak. They had not resorted to pumping in seawater into Reactor 2 (in an effort to save it, as seawater essentially kills the reactor dead: cyanide rather than anesthetic) before this point, which they will do now, which will probably lead to a third explosion, but not a full-scale meltdown
