Whilst 2 years in gaol seems excessive, from my limited anecdotal experience, anyone that hurts animals without a rational reason (self-defense, or for food of course aren't included here), can often go on to do further terrible actions, as I think its indicative that that person has some serious issues. But hey, I'm no psychologist, so don't listen to me :P
Cruelty to animals is no laughing matter and of course the person should get some kind of punishment, but only if its supported by rehabilitation, as you don't want someone to go to gaol and get out being worse then when they entered.
