Sorry, I didn't realize that :S now I see you specified it in the OP, sorry.
Anyways, I doubt it has anything to do with you region since it should be a known issue by now, lots of people in the world get their PSN cards from other countries because they aren't sold in theirs/they don't even have a PS store for their country (like me T_T).
If you give the code to one of the other guys who volunteered and it gives them the same message, then try with an old PSN card that you have already used, try charging that one to see if it gives you the same message. Maybe someone with a PSN card generator (if those even exist) entered the code and already used it. If it does then... try calling Sony again :S
