Catherine is the first notable game they've released simultaneously on multiple platforms, and it remains to be seen how it'll perform in the West. I wouldn't exactly say Atlus is "popular" in the West right now.
You're making the assumption that simply supporting 360 will lead to an increase in popularity in Western markets. If they couldn't gain popularity in the West by supporting PS2, why would supporting 360 make any difference? Especially when most of those Japanese game loving PS2 owners moved onto PS3. When you have franchises like Final Fantasy, one that enjoyed better sales in the West than in Japan, performing 3:1::PS3:360, what's that ratio going to be for a franchise that gets >70% of its sales from the Japanese market?
Also, I'm not understanding the bolded portion of your post. You asked why Disgaea 4 remains PS3 exclusive. We're merely speculating as to why that may be the case. You didn't ask us what they should be doing, you asked us for reasons behind what they are doing.
