It's only an ad hominem attack when it isn't relevent, your in general comical ability to drive everything vastly off topic to support views that are... well.. silly and failry extreme is... well pretty relevent. I mean, you went from internet speed to "Palestine is an evil dicatorship" in one sentence.
As for what you call a government that doesn't grant voting rights to a people under it's power that aren't citizens... that would be called a democracy.... and a typical one at that. I can't think of one democracy that does grant voting rights to non citizens to vote. Though to be fair I haven't looked that much into it, though I did check a few countries laws just to be safe.
