It's the same reason the US and Australias internet is so slow.

Canada is huge.  Huge countries with areas that are remote will lag behind because it isn't cost effective to build infrastructure in those places.

Got me... if i had to make something up i'd say...

Crappy internet companies combined spiraling medical and governmental costs of existing programs make any suggestion of new programs anemic in support making it impossible to get anyone to pay for it.

As far as i can tell... the government just doesn't seem itnerestd.

Up until recently, the entire telenetwork infrastructure was handled by one company - BT. Others have started investing, but only on a small scale, atm. Virgin Media being the main one... still, a duopoly isn't much better than a monopoly.

Also, what looks like to be 20 ISPs is actually just a small handful of companies all operating under different brands.
