Up until recently, the entire telenetwork infrastructure was handled by one company - BT. Others have started investing, but only on a small scale, atm. Virgin Media being the main one... still, a duopoly isn't much better than a monopoly.
Also, what looks like to be 20 ISPs is actually just a small handful of companies all operating under different brands.
