not just one turn it has to be one move and there is only one way to do that. You have to be at 9 points and have the second longest road and build a settlement to split the longest road to be shorter than yours. Thus getting three points at once.
It's not easy because it's very rare for someone computer or player to leave a longest road in a position where you can split it. The game where I got it I was able to get a computer to try and fight it out for longest road with me luring him to a spot where it would be easy for me to split it. That and having most the ore so it couldn't upgrade any of the settlements to cities made it that it couldn't build any more settlements and protect it's longest road. So I was able to build up to the 9 points I needed and made sure I had the second longest road.
