I think we all know just how powerful a thunder move from an electric pokemon can be, see the first episdoe of the pokemon anime for proof, lots and lots of pidgeys got there arses kicked. NOW granted that was in a thunderstorm but pikachu isnt the most evolved form Amphy is, amphy would win :D
