Lets see:
- Command & Control is a total mess due to defections to the rebels
- Rebels have high amounts of potent anti-Govt weaponry including MANPADs, tanks and rumored to even have SAM sites under control
- Low morale (fighting ones own countrymen can't be good)
- Rebels have a lot, and I mean a LOT of AA on their side. Every few pictures I've seen involved dual 12.5mm batteries on toyota trucks or something of that sort.
Essentially, the govt. has a few nice toys, and the rebels have the means and manpower to counter it. Aircraft can only do so much when your ATC's deserted, and you are facing heavy resistence of similar technology and capability levels.
