So lets say that in 2000 20% of car owners have luxury cars, but today its 15% (just completely made up numbers for the sake of argument). Of course these things matter even if its not for the same people.
Dead is a strong word though, but if smartphones is the future of portable gaming, you will see decline in portable sales. Since the "cheapo gamers" as you call them are actually a part of the game sales.
