On the one hand it is immoral to stand back and do nothing whilst innocent civilians are massacred in the region but on the other, the question as to whether or not these people truely want stability has to be asked. Africa has had trouble for decades, it is not getting any better despite the hundreds of billions spent in aid. It's engrained into their society and culutre. I would say pull out completely and let them sort it out themselves.
It's either that or a permanent occupation, ala colonialism mark two.
