Oh come on, it's nowhere near that bad. Some games lag is worse than others, sure, but it would not be impossible to use as a controller for RTS.
Now Nazna's comment probably holds true that keyboard/mouse users would have an advantage, but who's to say there would even be cross platform matches? IT isn't that common with more established console genres so...
