While I agree with the last segment of this sentence, dlc stands for downloadable content, not just "add-ons." DLC can mean games like castle crashers, wipeout hd, and other psn/xbla titles.

I wouldn't go that far personally, I think DLC is nowhere as hard as it does not need to built from ground up, in most cases, they effectively use the already existing resources and add a few tweaks to it, no need to build a new engine for ground up, the story is already effectively there. Just throwing aload of ideas in the pot and short development, that's what I think happens anyway, CC was a game on it's own, tbh I would have brought it even if it was retail :L
