What really blows is that we have to wait a really long time to figure it out since GGs next game is a new IP.

Visari enters the building, his daughter takes his hand and then backs away in what looks to be disgust.

Why is that? Maybe it isn't Visari at all. Could have been a double the entire time. Many leaders were known to do things like that.

 

Stahl and Radec are outside and they shoot the lone Helghan Soldier. 

1.Why is that? Maybe to cover up the fact that a double was inside the building. 

 

The soldiers inform Visari that the ISA arrived and he had to leave. We see a ship leave.

 

 

I really think Rico killed a double and that Visari is going to return.

1. Probably to cover up the fact that they were about the nuke their own city

 

But I agree with you anyway, I think its Visari - but I dont think Stahl is dead either
