Simple, due to having online play...
If you'd played SFIV online and seen that EVERYONE uses Sagat then you'd see the problem :) (It puts off newcomers and people who want to "enjoy" the game and not just win).
In an Arcadeplaying locally, there aren't as many expertsserious players so you can still enjoy the game if it's not balanced etc because you have to know a thing or two to make use of the imbalance in the first place.
