you are right. 

Microsoft has learnt from buying Rare, just because a studio makes amazing games doesn't mean the studio will do so for you. Rather then Microsoft spending 30 mill buying the studio they could build a new studio from scratch for cheaper.

Imagine if Microsoft spent millions buying Bizare just to see all their staff leave shortly after. Microsoft already has Forza PGR being a great franchise just probably wasn't worth it for Microsoft.
