This is parenting done wrong, there is no way to defend this at all.
If it takes public humiliation for you to teach your children to be respectful of property you're a bad parent. They either did this once and got this punishment = bad parenting. Or they did it many times and the mother did absolutely nothing to correct them (which is more likely given the amount of damage), then all of a sudden flipped a bitch, which still equals bad parenting.
