Basically the diffrence is buttons (SE has knock of madcatz buttons while TE has Sanwa ), joystick (madcatz knockoff vs Sanwa JLF) and smaller size of SE.

So quality wise TE is much better.

BUT SE can be moded to have same japanise arcade parts easily (everything inside is made with quick connectors so it's very easy to swap them) so it comes down to the price diffrence question:

So you are looking at 50-60$ cost of parts to mod SE to TE.

Also you can find some deals on TE sticks putting them in 100$ price range from time to time (recently amazon was selling BB TE PS3 for 90 bucks but this deal seems to have ended)
