I think some people still get tangled with resolution output and internal rendering resolution. You can upscale to 1080p, but it doesn't mean that the game is rendered at this resolution. Almost no games use 1080p as it's internal rendering resolution, Wipeout HD is one of the few, and not all the time, as it uses different horizontal resolutions to keep a steady framerate.
