It doesn't matter if they have weapons or not. A revolution cannot be done without the implicit or explicit support of the army.
If enough people are revolting that the members of the army can't bring themselves to shoot them, they don't need weapons.
If, on the other hand, the number of people revolting is small, whether they're well armed or not the army or the police will crush them.
