Just as radiant said, skills to wield a depends on your strength, dexterity, magic and faith. If your stats meet the requirements, you can wield said waepon more effectively. Most basic and special weapons depend on strength and dexterity.
Freke is in the right side of the archstones, near the mage disciple behind the stairs.
