Nope, What system is it for and are the graphics similar to what I described?

PS1. The graphics: Well, the characters are cel shaded, but the backgrounds are looping videos, sort of (which allows a high amount of detail). I actually thought the art style for that game was awesome.

The kind of style I described, though, would be more fitting for a Resident Evil-esque game.
