I think it's for the same reason as the only colour avaible in west being black.
Maybe Sony wants to create a identity for PS3. For when a person see the big black box they recognizes the product.
Japan have very informed people about the PS Brand. Most people that have potential to be a buyer of a Playstation, probably knows what is a Playstation. So they can have this "fan service".
Nintendo also try to maintain almost the same image in west, where in Japan it's consoles always have more option of colours etc..
