The situation is quite awful right now but I think that by releasing games like Xenoblade, TLS and probably Pandora Tower Nintendo is doing the right thing though. Of course those games should have been released at the beginning of the Wii lifecycle, and inverting a bad trend is very tricky if not impossible. Still releasing this kind of games is what the Wii need the most : if they managed to have a better amount of hardcore gamers, who in Japan are mostly JRPGs fans, then the third party support will increase progressively. And with DQX they still have a chance to make it way better if they continue this strategy. Let's hope for Nintendo's sake that this game will be released this year. Whatever they have to continue to release this kind of licences at any costs even if those doesn't make a lot of money at first. From a strategic standpoint in order to have a much better third party support in the future it makes a lot of sense imo and releasing Xenoblade 2 and TLS2 in the first years of Wii2 should be a big priority for Nintendo.
