Power is completely irrelevant to a console's performance (except perhaps in raising its manufacturing cost and price to limit its audience). Innovation can help, but it's mostly up to luck and other stuff like marketing whether or not it does.
What really matters is legacy - the reason SNES and PS2 came on top and the reason PS3 was able to survive early on. Unless someone innovates well, a generation's winner is decided before any console is even announced.
