Nope, 3d is very important, especially for developers. What 3d does is make a huge visual impact on any game (even original gameboy games) without any extra expense. Thats why developers are so interested in the 3ds.
Now on the flip side: In order for NGP to have a huge visual impact is to have ps3 like graphics. This adds tens of millions to a budget of a normal game. Thats probably the reason why ngp seemingly have no 3rd party support.
Another note, 3d is a graphical enhancement that can actually improve gameplay. No amount mapping and shading does that.
