They do not give a damn about 3DS, because it's essentially ES1.1 machine, though at the same time it's much more than just that. True, Epic do not bother with low-end market, where as you've mentioned licensing engines usually makes no sense, but 3DS is perfectly capable of multiplatform development and thus it's in everyone's advantage (Epic, third parties, Nintendo) to have some good middleware on the platform. Yes, it means there'll be more ports from home consoles and likely more high-end games on the platform, which some may or may not like, while a lot cheaper ones, that used to sell for $20 on DS, will go fully digital for $10 or under. By not supporting 3DS they're missing a great opportunity to get bigger revenues from portable market, bigger than smartphones (still not exactly high-end), bigger than NGP (due to likely smaller marketshare). The decision to not support 3DS has smth to do with Rein's personal bias, and no, the bias has nothing to do with Nintendo directly.
