I know you're copying the title from the article, but man I hate misleading titles like that.
Yes, video games may get warnings and the sun may blow up next year, it doesn't mean either of those is going to happen but adding may makes it sound like it is going to happen and it's something that is legitimately on the table.
This is just another politician sounding their horn and showing he cares about the children. He very well may be serious about it but that doesn't mean it will go anywhere at all.
