Well couldn't they just put one game on one DVD and then put its sequal or another game on another DVD and then put the two or more, depending on how many games should be in the collection, DVDs into one case?

Also it seems you haven't taken into account that games from 2002-2005 are considerably smaller than todays games so it may be entirely possible to fit two games onto one DVD even after giving the a graphics an upgrade and possibly a small content/features boost, especially when you take to mind that there are better compression methods today than six-to-nine years ago. But then there is always option one should it not be feasible.

They aren't half a disc smaller though and most of the ones worth re-releasing fall into the larger category and upgrading the game would negate most if not all of the improved disk compression, as for multiple dvds it's an option but since Microsoft charges royalties for extra disks I can't see any third party taking the initiative and MS just doesn't have the library for it especially since they just closed a bunch of xbox original games servers so it'd have to be a single player games and they don't really have the devs to spare either
