Because Killzone is more of a hard sci fi than halo. Plus we might still see the lightning gun. 

Lightning is boring, give me lasers. Killzone 3 will suck if they don't have lasers. What if the next COD has lasers? Then Killzone will be dead as a franchise! You don't want to be the last shooter in the world without lasers, the market will just abandon you.
