Probably. Kazakhstan and Kyrgyzstan are doing the best out of all of the stans (aside from Pakistan, but that's more Indian than Turkic), Karimov has probably kept Uzbekistan down like Niyazov did with Turkmenistan till he died, but in terms of development, Kazakhstan is closer to what is average in Russia (Russia outside of Moscow and St. Petersburg, where Russia looks more like Europe)
