If PS3 owners want to play the game they'll buy it.
Orange Box was in 2007; Valve had neither the internal resources to do a PS3 port, nor the incentive to create such a team at the time. It really has no bearing on the situation in 2011.
Even though I buy my Valve games through Steam, I will be buying Portal 2 for the PS3 due to the added Steam PC/Mac license, Cloud functionality and cross server compatibility. For an extra $5-10, why wouldn't you if you gamed on multiple platforms?
