I'm not convinced that psych-tests would actually make a significant difference in reality ...
Between how difficult/complicated it can be to detect emotional problems and individuals who will create "10 minute psych-tests" and rubber stamp forms so people can buy guns it is highly unlikely that a significant number of people would be prevented from owning guns based on emotional problems.
Beyond this, I wasn't (necessarily) implying that the child had a mental condition ... I'm not making an accusation, but it is possible that he was abused and "snapped" or that he was being manipulated by someone else to do this.
